Road to Home Program Manager


FLSA Status: Exempt

Classification: Full-time


Responsible for the oversight and administration of the Road to Home program at Crossroads Safehouse, ensuring that best practices are implemented according to a domestic violence Housing First approach. Manages daily workflow, oversees housing case managers, ensures grant compliance and performs related work to support the Crossroads Safehouse mission. Participates in the DART Program with two 12-hour on-call shifts per month.

Supervision Received and Exercised: Reports to Program Director, exercises direct supervision over housing program staff, and additional staff as assigned.

Hours, Wages, and Benefits: Days and hours of work are Monday – Friday, 8:00 – 4:30pm, with flexibility to work during non-scheduled days and evenings when necessary.

Essential Functions

Housing Advocacy & Community Relations
 Participates as a member of the Northern Colorado Continuum of Care and assists in addressing homelessness in our community, including attending regular coordinated entry case conferences.
 Provide oversight of supportive services, including mobile advocacy, accessing affordable housing, and nurturing partnerships with other agencies.
 Conduct and oversee outreach engagement with landlords, affordable housing programs, and supportive services.
 Participates in and facilitates internal and external meetings and training.
Housing Program Implementation & Management
 Develops systems to ensure that the program is efficient, effective, low barrier, and meeting funding requirements.
 Provides regular supervision of housing program staff, utilizing strengths-based support model
 Develops, trains and coaches housing case managers who will provide housing placement, case management, and needs and strengths assessments to homeless clients who have experienced domestic violence, sexual assault and sex trafficking.
 Supports case management of housing program participants in partnership with other housing program staff.
 Works effectively to meet client needs and resolve individual barriers.
 Collects and reports program data, conducts regular program evaluation and implements necessary changes.
 Works with the Crossroads finance department to ensure housing program-related payments and budget management.


 Bachelor’s degree in social work or related field
 Strong knowledge of the complexity of poverty and homelessness, mental illness, trauma, substance abuse, and health issues.
 Excellent active listening and crisis intervention skills with ability to exercise and model good judgment.
 Strong interpersonal, written and oral communication skills; proven ability to communicate with diverse audiences.
 Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with data management responsibilities.
 Crisis management skills and conflict resolution skills.
 Strong administrative skills.
 Supervisory experience preferred.
 Program, contract and budget management preferred.
 Experience with government contracts preferred.
 Experience with victims of domestic violence, people experiencing homelessness or similar population and knowledge of community resources preferred.
 Knowledge of data collection tools to track client progress.
 Familiarity with housing models and evidence-based practices including Trauma-Informed Care and Critical Time Intervention
